Another way of looking at it is that the candidate who says the least wins. Every single utterance by a candidate is reviewed so closely by the media that giving them anything but a sound bite is very dangerous.

So each candidate has a quiver of sound bites, and when asked a question decides which of the sound bites is the best response.

The Bush administration is a master at this game, they stay "on message" at all costs, and anyone who speaks outside the box faces harsh consequences (like O'Neil did).

Also all the candidates are "locked in" to certain positions. For example on the gay civil union issue, if the candidates were honest, they would respond "I don't feel strongly one way or the other on that."

But that won't fly, so the dem candidates have to appear amiable to the idea of gay civil unions without appearing to endorse it, and the repub candidates have to appear to be against gay civil unions, without saying that they would outright forbid it.
