Dean supported the Biden-Lugar bill which was amost the same thing. Kerry voted for war powers but made a powerful speech on the Senate floor at the time promising to hold Bush's feet to the fire if he didn't do as promised:

1) Work with the UN and build a wide coalition
2) Give inspectors time
3) Invade oly as a last resort

The record has shown that these three promises were all broken. Kery was right. Dean has no position on Saddam at all that I know of.
