But then again, Clinton didn't have to cover up an illegitimate election and a bad economy. And Bush's advisers, like Rove, knew that Americans tend to support wartime presidents and that it's easier for the controlling party to win congressional elections in a time of war.

It's more likely that a president trying to prove himself in the face of grave doubt, would act as Bush did regarding Iraq. Taking Saddam down was an opportunity for Bush to feather his cap. Perhaps he thought one with a feather in it looked better than the dunce cap he ended up wearing due to the manner in which he got selected by the GOP-heavy US Supreme Court.
