Apparently the Unquestioned leader was misled.
Selective perception, denial, yes men, failure to properly evaluate information.. all contributed..
The flaws of investing too much power in one man's hands.

Let's not misunderstand, or mistate, what David Kay is asserting.

He's claiming that Iraqi scientists were directed to continue their R&D and development of WMDs by Saddam surreptiously.

Which means they could demand resources and money from Saddam, yet still produce few results, by constantly claiming that the sanctions and international pressure were preventing them from achieving substantial results.

But had the sanctions been lifted, there would have been few reasons as to why they wouldn't THEN be required to produce results.

IOW, the scientists conned Saddam into thinking they were obeying his order to defy the disarmament accord.

And this is why David Kay implies that the threat may have been more imminent than even the UN inspectors knew. Because none of this work was being disclosed.
