The same people and nations refused to support a typically dominant US at the UN for war. Mexico, Gabon, Canada and other nations deeply dependent on the US for aid and trade refused to go along with a full court press by powell and the bush...

If he didn't, then why were continued sanctions upheld as a viable alternative?

Many nations also believed that sanctions should be eased. In fact bush failed to see his victory was achieved when iraq allowed inspectors back in with basically unfettered access. He is on the verge of snatching defeat from the jaws of victoty.
