ahh.. I see.. you were referring to specifics, rather than general scenarios.

Yes.. I assumed that any scientist, when asked where the WMDs they'd promised to provide Saddam were, would make the excuse that international pressure and lack of resources due to sanctions have impeded his progress..

But whatever excuse they provided to Saddam, what's clear is that Saddam had ordered them to covertly continue to work on WMDs..

And this is utterly in violation of Iraq's obligations under the cease fire accord of 1991 and of the inspections program.

And it is a casus belli for war because the cease fire was rendered null and void by his violations and deceit..
