I believe they have transitioned from a strategic deterrence to a tactical reserve role. I believe they will be needed and will be used both for force protection and retaliation.

I expected to hear from you on this one! I certainly am not a pacifist. We have got so good with our bombs now that I just don't see a need for them that cannot be satisfied with regular weapons.

And no President would ever order their use. If we were hit with a Nuke, we would respond conventionally. That is just reality. We are kidding ourselves if we think we would use them.
