"34. Decides to remain seized of the matter and to take such further steps as may be required for the implementation of the present resolution and to secure peace and security in the area."

The UNSC (and not individual members) is seized of the matter after 686, 687 "to secure peace and security in the area". Any other interpretation is ignoring 687, 34.
And that's why both administration (Clinton, Bush) requested (nota bene) the UNSC to authorize "necessary means" after UNSC 687 again. The "requests" is proof per se that no authorization was uphold by then.
