Because for so many years Securities Laws were allowed to be violated. The SEC CAN'T do anything. They are a reactionary agency by necessity; and, private enforcement by law suits have been effectively outlawed.

So what is happening is a sort of nonverbal communication. Brokerage houses are PRETENDING they have inside information, and who knows, if they pretend long enough fiction becomes fact.
