I agree with your observations (it's 'priority rather than merit'), and that Burma is succored by being China's puppet.

China uses slave labor to build a highway from China to Burma's ports --- and it is now the major source for illegal drugs world-wide. (From China's point-of-view, it's a potential military highway, allowing them to extend their sphere of influence.)

I'd argue that our priorities are WRONG. This is a major problem... and we have both the 'right' on our side, and world opinion.
