The Democrats balanced the national budget in the 90's. Kerry was part of that. The Senate has to sign off on all national budgets. A much bigger more complex job than running Vermont. Dean is a talented smart guy but balancing budgets in Vermont is not that big a deal. The current GOP governor is doing the same thing over and over.
