Kay is now twisting and spinning ad nauseum. He is attempting to pin blame on the intelligence agencies as the source of all blame for nonexistent WMD stockpiles. Huh?

The agencies didn't approve of what the admin was saying on one issue after another including the yellowcake forgery debacle. The admin, in the form of Cheney, arm twisted analysts which is an unusual thing for a VP to do especially one who doesn't see sunlight often.

Now Kay is spinning a pic of Saddam as someone who was very much out to lunch and being lied to by his own corrupt regime. He's now actually trying to say that Iraq was dangerous, not because Saddam was a powerful and competent evil dictator but because he wasn't. That Iraq was disintegrating creating a Soviet-style mess where WMD program related activity thinking people like subjects may possibly have perhaps given their knowledge of WMD type program related activites to perhaps other maybe rogue type nation type things.
