i like your story about the bear but i don't think it applies. the europeans do, indeed, have a bear hunting gun, once removed. they even have the bear hunters to go into the woods after the bear while they make the coffee. so i don't know how much the lack of weaponry affects their assessment of the threat.

speaking as someone who doesn't see all that dire a threat, i accept the possibility that the europeans might genuinely assess things that way too. otoh, those who see a clear, dire threat would be inclined to be cynical about those who don't see it.
