It was well known that Saddam had and used WMDs. It was not completely certain that he still had them before the Iraq invasion but it was widely held that he did. A large amount of WMD were unaccounted for. Even now it is uncertain that there are no WMD but if there where anything like the amount of WMD Iraq was though to have had then probably something would have been found by now. Even if he got rid of the WMD he still maintained the programs that could recreate them and the missile program to deliver them. And the fact that the WMD was not accounted for was itself a ceasefire violation.

Bush overstated the WMD case but this was apparently due to faulty intel. Just as Clintons thinking an asprin factory in Sudan was a WMD plant due to falty intel. Apparently the CIA is so hot to find WMD that under at least the last two administrations and perhaps longer it finds them when they apparently aren't really there. There is some simularities to the "missile gap" in the cold war except I think it was the Pentagon then not the CIA that gave faulty intel.

The war has other reasons then current stockpiles of WMD and waging it has already had other benefits and can have more if there is no major setbacks, but it is true that Bush focused more on WMD in his speaches then any other issue and talked about Iraq's WMD not just its WMD programs or potential to produce WMD.
