The project was approved and Texas anted up its part only to have Congress renege on the deal half-way through construction. You wouldn't like it if your state got burned either. The only reason Massachusetts got their hole in the ground and Texas didn't is because Massachusetts voted for Bill Clinton and Texas was screwed because it didn't. * * *
