If you just jump the gun and go direct to over the counter without a by your leave to the FDA and start marketing the "anti-viral" properties you are taking a huge risk. The FDA is very jealous of their authority and could force you to take the product off the market. Then you have to go back to the agency you just angered and try to get them to co operate with you. You will never get the product out. It is just not worth the risk.
