I think the number of investigations piling up will take their toll during the election season. I don't think even Karl Rove will be able to wish them away. The 9/11 Commision The Palme Investigation The "Bad Intel" Investigation May all hatch during the campaign. Even if they don't, the cockroach-like scuttling of the Bushies covering up and stonewalling will bring even more Americans to not vote or the "anybody but Bush" camp. As a guy who was around then, it reminds me of Nixon - eventually not even the loyalists wanted to have the stench of it on them.
