When I start my computer (laptop running XP Pro) I get an error message saying windows did not start up properly. The error message says services.exe – Unable to locate component
This application has failed to start because umpnmgr.dll was not found. Re-installing the application may fix this problem.

Closing the above window leaves the screen blank.
Trying to start in the last good configuration or safe mode doesn’t work. Neither did starting in safe mode.

I am at a loss as to fixing this.
