The only problem I have with Friedman's analysis of Davos is that I don't believe the US wanted to be responsible for rebuilding Iraq on it's own.

What I believe is that Kofi Annan, along with France, Germany, and Russia, decided to drag their feet with regard to getting the UN involved in rebuilding efforts in Iraq.

The constant harping about their concerns over the "security situation" in the country... Their refusal to accept US security for their headquarters, the resultant boming of that building and death of their senior representative, and NOW.. their continued lack of any effective plan as to how they might implement a transfer of power to the UN, is demonstrative of how politically and morally bankrupt the organization has become..

Regardless of whether those states disagreed with Bush's overthrow of Saddam, the UN still has an obligation to organize and coordinate relief and reconstruction efforts. It should NOT require them to be shamed into performing such duties, regardless of the dangers involved for their personnel. After all, is it that why they collect their paychecks... to sit on their @sses and make the situation even worse due to their inaction??
