Its main function is to make it easier to be on the lookout for terrorist activities. It has done little but relax strictures put in place in the '70s to hamper domestic intelligence activities and some of the overseas activities of the CIA. MOst of the provisions I have read seem reasonable to me. What do you think is most threatening?
