Reusing GSM-MAP alone doesn't make GSM1X cheaper than wCDMA, it just makes it cheaper than a greenfield CDMA network. You may be unaware that wCDMA also uses an evolved GSM-MAP as it's CN, so there may not be significant cost-savings there. Again, I'm not sure we know the relative deployment costs between the 2 technologies. However, i think that it's telling that when Qualcomm first proposed GSM1X as an alternate route to 3G for GSM carriers, the advantages that they touted were that it uses existing spectrum and that it is ready now (implying wCDMA delays). They never said that it was cheaper, although not needing greenfield spectrum would eliminate about $100B in cost <g>.
