While I doubt that what you've written is true, it's not what's being argued here. Bush did not say that he "believed that Saddam had WMD programs, advanced, with some stocks." What Bush said was that he knew for a fact that Saddam had all these things, and that he knew it by way of secret intelligence. For example, Blair said that Saddam had WMDs ready to use in 45 minutes, not that he "believed" that Saddam had WMDs ready to use in 45 minutes.

No intelligence service in the world (or the UN inspectors for that matter) publicly said that Saddam had WMDs, they all said that they suspected as such, or that they were not sure he was disarmed, etc.
