A desperate move to stem the loss of subs? However, the law of unintended consequences could come into play as -

1. More usage will certainly result in additional over loading of the their already strained network resources / dropped calls/ worse service.

2. Limiting revenue/ sub to $40 /month could reduce total revenue and lower the valuation of AWE and bring the bids down further.

AT&T Wireless Offers Free Mobile-To-Mobile Calls

On Feb. 6, AT&T Wireless plans to launch a new calling plan feature that will enable subscribers to call mobile-to-mobile at no charge.

To take advantage of the unlimited mobile-to-mobile minutes offer, new customers will be required to sign a two-year service contract on a plan that retails for $39.99 or more a month.

The offer also will be extended to existing customers as long as they are either on such a service plan, or upgrade to one and sign a new two-year service agreement.
