I think Bush's tax cut can be justifiably criticized as biased toward the rich or upper income. Nothing you have said changes that. Your points are the standard justification. Just because every republican you meet says it doesn't make it true. Bush's tax cut policy is biased. End of story. It doesn't matter that you have a justification for the bias.
