Everything is relative. War itself is uncivilized so we can't expect those who participate to be saints. Besides, if I saw someone shoot my brother, I would return the favor as well(famous photo of Vietnamese officer). It's exactly same situation with police officers. The standard should be(and is) self-restraint but there can be circustances that would cause anyone to lose control.

However, the number of war crimes was exaggerated, probably by those who felt guilty about not serving with their peers.
