American, I was able to find a site that had a paragraph on congress voting to keep Mandela in prison. It also stated that Dick Cheney, Secretary of Defense, voted to keep Mandela in prison. My question is, when did the Secretary of Defense start to have a vote in Congress?

Cheney voted to let Nelson Mandela rot in prison after he'd already been there 25 years. The congress voted on it, in order to send a message to the Aparthied regime. Cheney sided with the Aparthied guys. Are you surprised?
