I'm sure the Pentagon has a plan for invading Tonga if necessary (or if they need a Grenada-like diversion). The Iraqi invasion plan was probably ready in many forms since at least WWII, but it wasn't until Cheney checked with his oil buddies and Rumsfeld checked with the DoD contractors that the invasion plans were finalized.

Missing, of course, was the aftermath since it is dependant on the reasons for the invasion. The practical reason for the war was never thought out and so there was never really a way to determine when the mission was accomplished. They are still struggling for a motive.
