We had no idea how long the sanctions regime could be retained. Hundreds of thousands of children were dying due to his diversion of funds from the mandated humanitarian relief, to his own projects. He was sending millions to encourage suicide bombers among the Palestinians, by giving money to their families. As Kay has pointed out, he was still involved in R&D on some of the WMDs,and was ready to stockpile at some future point. He was also actively seeking improved missile technology, to increase distances. And we had no accounting for major stockpiles he had confessed to in the first place. As David Kay has said, the situation was perhaps more dangerous than first surmised, not less, and, in any case, we are better off without Saddam Hussein in power........
