What Blix actually said was that he found no evidence of WMDs but Saddam hadn't given him an accounting of all the missing stuff, for instance the stuff that the UN knew he used to have.

In short, the inspectors had absence of evidence, with no way (in a police state where they were NOT allowed to talk to the scientists out of country) to know what was being hidden from them.

That's humint, but hardly good or complete.
