Or it's a nice tactic to get Bush back over 50 percent in approval ratings. Ironic that this ricin should show when Bush slipped to 49 percent approval rating and a 51-42 Kerry over Bush lead in the polls.

Hey, the scare tactics worked very well in building support for the war pre-invasion. Every time Bush dropped near the 50 percent mark the public got fed new fear.
