Well, in the past US companies have dealt with offshore lower cost of labor through tech innovation, Dell being the classic example of this. These new VR call systems are examples of technology dealing with labor intensive work that might be cheaper than even the cheapest bodies. Personally I hate those VR call things, but they were getting better and were starting to show up in various financial organizations in the late 90s. As soon as offshoring came in vogue that momentum towards VR automation seems to have died.
