I'm not quite sure what you're saying. Do you mean that, around the time Rumsfeld had his photo-op with him, Saddam was a "fairly nice guy"? If so, then your qualifier "fairly" means you are stretching the definition of "nice guy" to include people who wage wars of aggression, keep jails full of prisoners (who occasionaly are tortured to death), and use chemical weapons. Or does "fairly nice guy" mean "any thug, as long as he does what Washington wants him to do"? So, Saddam stopped being "nice", when he stopped being useful to Rumsfeld?
