Any time your not attacked the war is optional. I think the term you might be looking for was that Bush started a war of aggression. I wouldn't personally agree to that statement but it seems to more precisely cover your opinion. One of the main reasons I would not agree to that statement was that the war back in the 90s never really ended. Tim
