9/11 happened because the Bush Administration let off its guard. His folks were busy running down Clinton who had already left office. They were busy with the "W" missing key, Bush was taking a month long vacation at his ranch in Texas when he should have been busy ramping up on his new job, Cheney was busy with his energy industry folks in secret meetings on how to make money for them. Remember Clinton held a economic summit in Arkansas even before he took office. That meeting was open to all. They examined what heeded to be done etc. And he damn well made sure that terrorism was kept away from the US soil. It only came to the US shores when Bush and his folks went to sleep in the 9 months they took office. They only need a very short window to strike. Clinton did not provide that window. Bush did.
