Smart observation. On another note, Africa is predicted to be a potential terrorist hotbed, so the more this area can be improved, the better.

As developing countries improve and as their standards go up, there's less motivation for their citizens to become involved in terrorism like the 9/11 terrorists from an ultra oppressed area in Saudi Arabia.
