Why can't a local town work with an airline and create a successful new airport in the process. So a few companies make some money and provide some jobs in the process.

If it's a private initiative, ok - but not if tax money is involved. Germany already pays 150 billion euro of subsidies annually. If all of them were abolished we could lower income taxes to a healthy 10%.
