Neo, If the dismantling of the wall was the crucial point, then your logic would say there was no cold war before the building of the wall, which simply is not true. Of course you target your main enemy's cities. Guess what, we are still targeting them, even after Crazy Ronnie won the cold war. We are also targeting our "ally" China. Why? They are the only nuclear threats. We can't target Saudi Arabia, which is the main terrorist threat, because destroying their military or cities accomplishes nothing in the war on terrorism.

It is one thing to build a wall. It is another thing to have troops on duty in your colonies, as both super powers did and we still do in Europe. But confrontation is when you stop their ships and force them to turn around or breath seawater. Confrontation is when you airlift supplies into a city when they threaten to shoot down your planes. Confrontation is sending troops through East Germany when the Soviets warn you that it is blockaded. The rest is posing. Important posing, especially in Vietnam and Afghanistan, less so in beating up surfers in Grenada, killing the elected President of Chile or rolling tanks into an uppity colony like Czechoslovakia and taking its leaders back to Moscow in handcuffs. But posing nonetheless.
