It really kind of reminds me of the education industry in the US. Their constant lament: give us more money and maybe we can fix the problems. It doesn't matter how much money you send these bureaucracies, it's never enough. Not only that, but you never get a thank you.....at least not publicly. It's always gimme, gimme, gimme. Maybe they should let the private sector do the job. I bet there are companies that could go in and be a lot more efficient. But then, when you have an illiterate population it's difficult to get the message across that having unprotected sex with everyone could be deadly. Then there are the social advantages that young men acquire with every notch on their belts. It certainly is a complicated situation. No government has been fully successful in dealing with the crisis.
