Neocon, My argument is simple: The Cuban Missile Crisis took away the Soviet willingness to confront the US directly, with its own forces. Vice versa was not the case, as we were always ready to move US troops to the border areas. The Cold War continued in the backwaters of the world, for good and for bad, but the Soviets recognized the US theater of influence for what it was after that and used third parties to fight for them.
