.....More than a third of the President's budget will flow directly to contractors. About $74.9 billion of the total $401.7 billion is planned for military procurement, down less than 1 percent from last year, and about $68.9 billion is slated for research, development, testing and evaluation, up about 7 percent. Combined, spending to contractors will rise about 3 percent.

Over the coming years, the administration plans boost defense spending, increasing the total for both procurement and R&D about 6.5 percent a year through from 2005 to 2009. Defense spending has risen for seven consecutive years, and should continue to climb for at least a few more, analysts say.
