I may have misunderstood you but it sounded like you implied that Cuba stashed their ICBMs in Turkey. Would not it be hard considering that Turkey is a NATO ally?

it remain a secret forever but few things that were far more disturbing than deal with Kennedy were that he
a) almost started a nuclear war when he sent nuclear subs during Cuban crisis and lost communication with them
b) while some of his reforms were fairly progressive some of them were crossing the line with insanity
example: he killed Russian research in automation, cybernetics and computers which in no small part contributed to ultimate demise of Soviet Union
c) his deal with Kennedy was more than fair as Kennedy agreed to some favorable to Russia terms in Europe
