Papa Bush built up a lot of credibility with the first Gulf War. It was squandered by Clinton, although it could have been worse, he showed some willingness to use force. The worst mistake was to treat the first attempt on the World Trade Center as a police matter, primarily. Then he continued with the low key approach to the embassy bombing and some other provocations. The bombing raid on the camp was laughably insufficient. We should have declared war on Al-Qaida, and treated it as a military matter, several years ago. At a minimum, we should have been running special ops missions in Afghanistan and the Sudan well before 9/11.
