You are right that most Americans do not go to grad school and Grad Schools at US universities are mostly populated by overseas students.

A big part of the problem is the high cost of Grad School. Most parents skimp and save to send the children to an Undergraduate School. So when it is time for Grad School, it is time for the Kid to be on his own and "get off the payroll". Even if you get research grants, you make a tiny pittance. You will have to take up a big loan. Why bother, when the pay with a plain BS degree is pretty good. For those wanting to enter Law or Medicine, you have to go to Grad School, and most students end up heavily in debt by the time they begin to make a living.
