Free and Clear Foundations of America, Inc. is really a guy named Gabor Sandor Acs. The SEC nailed him for issuing false and misleading PRs for several companies while operating under the name Penny King Holdings (see: sec.gov. Here is part of his lawsuit against the Federal Reserve Banks:

The stockholders of PKPI Corporation include several million homeless indigent people in America, approximately 25 million unemployed people who reside or were formerly employed by American Corporations, and approximately 45 million Americans who earn less than $20,000 net per annum and who can be considered under the poverty line as established by the 2004 pending guidelines of the Internal Revenue Service, an agency of the United States of America, and are to be determined by the Court to be deemed a Class for purposes of the following additional Claims against existing and additional Defendants named herein:
