wrt American students in graduate engineering programs, a personal observation I have made is that many US college students don't see graduate work as a necessity or much of a career path to anything, unless they are going for academia or research. Otoh foreign students who may want to stay in the US, see graduate work in a completely different light.

The US has some competing ideals going on in our society currently. The image of the Gates, Dells and Ellisons who never got a degree pull US students in a different direction.

The entire focus on graduate degrees seems to be coming from tech CEOs lately as some sort of testimonial regarding the quality of the US engineering workforce. I don't think it is valid.
