Yes, Truman claimed that publicly. However, he was well aware of the genuine Japanese surrender initiatives. As soon as we were through demonstrating our nuclear capability to the Soviet Union, we promptly accepted the Japanese surrender.

Personally, if my choice were to accept Japanese surrender on the exact same terms before Hiroshima/Nagasaki or after, I would choose before.
