That reads to me like Bush is against gay marriage, but would leave it to the states as to gay civil unions ("to determine their own legal, contractual arrangements").

It does, but the Pres said....

February 4, 2004 - GW. Bush
Today's ruling of the Massachusetts Supreme Judicial Court is deeply troubling. Marriage is a sacred institution between a man and a woman. If activist judges insist on re-defining marriage by court order, the only alternative will be the constitutional process. We must do what is legally necessary to defend the sanctity of marriage.

Which reads like he would push for a Constitutional Amendment, but doesn't exactly say he will. He doesn't even say clearly whether he's talking about State Constitution or US Constitution..could be either way.

The religious right wants to see a Constitutional amendment, so he has to pander to them. On the other hand, he doesn't want to risk losing any swing voters in November, who might believe it's purely a state issue that the Federal government has no business in meddling with.[since it's been a state issue for the last 200+ years.]

So the White House is riding the fence...sounding like they support a Constitutional Amendment and support the States determine their own fate.

I suspect that most of the candidates are hoping it won't be an issue. It will become an issue if the religious right makes it an issue.
