If you look at verse 15 and the words "but not by me", I feel that what God is saying is that in times past he brought warring nations against Israel but not this time or the time leading up to the 1000 year reign.
Ephesians 1:11 In Him also we have obtained an inheritance, being predestined according to the purpose of Him who works all things according to the counsel of His will,
This is God's creation. He planned it, He controls it.
Isaiah 46:9-11 Remember the former things of old: for I am God, and there is none else; I am God, and there is none like me, 10 declaring the end from the beginning, and from ancient times the things that are not yet done, saying, My counsel shall stand, and I will do all my pleasure: 11 calling a ravenous bird from the east, the man that executeth my counsel from a far country: yea, I have spoken it, I will also bring it to pass; I have purposed it, I will also do it.
However I feel that in verse 16 the "smith" is referring to foundrys on earth that make weapons and the "waster" is not a literal reference to satan but to those that war and do war on the earth.
Romans 11:36 For of Him and through Him and to Him are all things, to Whom be glory forever, amen.
Proverbs 16:4 The LORD hath made all things for himself: yea, even the wicked for the day of evil. God created all things. satan is not god. he is not a creator.
