He did, in fact, say that it was mistake that that claim made its way into the speech, although it was pointed out that there was no clear connection between the Niger claim and the material from British intelligence referred to, when the speech was written.........

Where does "trying to scare anyone" enter into it? Of course, he spoke of threats, that was the point, to say that there was a mounting security issue........
