I do not recall him saying that he was against intervention, only that it should be well- considered. He did criticize efforts at nation building. I think he was persuaded that Iraq was a unique opportunity to create conditions for the local population to start afresh, and therefore that it was not "nationa building" so much as "nation unleashing".......
